I'm thinking perhaps they should raise in-state tuition by around $10k/year and then offer a VA tax credit that would wipe out this entire difference if an in-state graduate stays and works in VA for ten years after graduation.

That would raise revenue and encourage the subsidized graduates to remain in Virginia - and pay tax here.

Yeah, it has gone up around 672% in the last twenty years. The rate of salary increase was 23%. That way the government can keep us at a distance from learning and keep the masses stupid. We can then keep a two party system in place and have two seemingly different, but mostly corporate puppets to chose from. How do I know? Because I look on these post all the time and find it rare that someone relates a comment that is completely off topic to relate their political beliefs. Trust me, to most of the world, our left wing is extremely right of their most conservative parties. War, torture, loss of individual privacy and rights, and the nonsensical drug war is still going strong in the federal sector. Prisons are getting stuffed with non violent offenders. And it really looks like wall street is about the strongest it has been even with the private sector still pretty damaged. What did we win? And what would we have won? Pretty similar agendas from what I've noticed. Too bad everyone can't get an education and only have fox news and msnbc to shove in their minds like manure.

The real rate of tuition increase is not nearly as high. Grants and aid have increased, as well, but raising tuition allows UVa to extract more from wealthy parents.

At in-state rates, UVa is a steal.
