A number of people in my neighborhood also dutifully rolled out their trash and recycle bins on Monday, despite the fact that they all received a notice telling them that our area had been rescheduled for Thursday pick-up. People just do not pay attention to anything anymore.

Looks like in my neighborhood most paid attention.
Yes everyone should have received a letter with their specific date starting and thier day changes.
If they paid attention to that then there would be no problems.
It is a great idea.
But some still want to be hardheaded.
And I can't stand to see people make such a big deal on TV and in the newspaper about how confusing it is.
It is NOT confusing.
People get you act together and help with the new changes, which in turn will help you.

I am betting the confusion exists in the neighborhoods with the lowest amount of average intelligence ... but then again ... I guess that is fairly obvious!

I would bet the opposite, since more intelligent people are more likely to have more on their minds that persons of lower intelligence.
