Investigate of course. They always do.
Here was a light boat without much of a keel and made for water less than three foot waves. It was caught up in high winds and waves over 6'. It blew over. Everybody had life vests on and tethers. The two deceased apparently got caught up in those tethers. Accidents are more common when you take chances.
There was a 15 and a 16 year-old on board too who survived. Maybe they should bump the age restriction to 18-21 to protect the kids from the risks willingly taken by adults.
