He lunged at the trooper, hands concealed, after being ordered several times to show his hands.

it was known at the time that he was "not in his right mind" so once again, necessary?

how was it known at that time he was not in his right mind. Did he have it written on a shirt or something? Who could have known that he did not have a gun or not at that time. Later, it was determined he had issues. But at that time how is any one suppose to know that. If he had thrown a bolter at you or your family's vehicle as you were driving down the road and caused a serious accident what would your feelings be then. Yes, it's sad that He was shot. but I wasn't there. Where You??? to know the full true details.

Justifiable. He was ordered to show his hands, when he lunged, hands concealed, the Trooper did not know if he had a weapon or not. What if he had a knife or any other weapon hidden in there and killed the Trooper?? Would you rather that than the alternative?

The man had his right hand continually in his pants pocket and refused to comply with multiple commands to show his hands. The man told one of the drivers whose car he damaged that he had a gun. The man had the rock in his LEFT HAND. You would not bring a knife or in this case Pepper Spray to a Gunfight would you?

Now as to Havre de Grace having Austinz at gunpoint. You reap what you sow, no matter how clownish the HDG cop was, none of them just pull their guns on honest upstanding citizens without cause.

Daily Horoscope for December 3

Scorpio

This is not the easiest day for concentrating on what needs to be done, whether tackling those Christmas cards and letters, writing out a list of jobs, or getting on with other urgent work. Mental activity seems to be blocked, as Mars is slowing and Mercury is under cosmic pressure. Take some time out for meditation, or reflection, and let your subconscious do the work.
