CHARLESTON, W.Va.-- Three senior officials at the state Department of Health and Human Resources have been placed on some type of administrative leave this week, people with knowledge of the situation said Wednesday.
DHHR's deputy secretary for legal affairs Susan Perry, assistant secretary John Law and general counsel Jennifer Taylor are all on forced leave. They continue to receive pay.

Where did you read this information from? This is very interesting. The Welchs DHHR Office needs a good Investigation.There would more than likely be some there that will take a trip also. Welch has some dirty,crooked workers there.

CHARLESTON, W.Va.-- After months in limbo, the state on Thursday awarded a contract for advertising and public relations services for the West Virginia Department of Health and Human Resources to Fahlgren Mortine.
The company, which is headquartered in Columbus, Ohio, but has offices in Charleston and Parkersburg, was the highest of four bidders for the contract, at $484,825 a year.
The Charleston-based Arnold Agency, which had been the DHHR's advertising firm, was the low bidder, at $413,175.
That contract is to manage about $3.25 million a year in DHHR media buys, promotions and public relations efforts.
However, piggybacking provisions under state Purchasing Division regulations make the contract much more lucrative, with agencies including the Division of Motor Vehicles, Attorney General's Office, Department of Education and Insurance Commission among the top agencies purchasing advertising services through the contract.
West Virginia agency payments to the Arnold Agency topped $4.14 million in 2010,$4.52 million in 2011, and $2.12 million to date this year, according to the state Auditor's Office.
Friction over the awarding of the contract might have been a contributing factor resulting in three top DHHR administrators being placed on administrative leave earlier this week, sources say.
Indications are that the three -- John Law, assistant secretary for communications; Susan Perry, deputy secretary for legal services; and Jennifer Taylor, general counsel -- had raised concerns about awarding the contract to Fahlgren.
"I can't comment on that," DHHR spokeswoman Marsha Dadisman said Thursday afternoon. "I had not received word the contract had been awarded."
Dadisman also said she would not comment on the three DHHR officials being placed on administrative leave, calling it a personnel matter.

Former state lottery commissioner Butch Bryan was convicted of manipulating the lottery commission's 1991 advertising contract so Fahlgren Martin would win a deal to handle a $2.8 million ad campaign. Fahlgren Martin is the predecessor of Fahlgren Mortine.
At the time, lottery staff said they had picked The Arnold Agency to win the contract."

The whole Diamond Building needs to be investigated, particularly the third floor & those who process invoices for services provided the state. Also, recently in that department changes were also made & two of those given promotions are the leaders of the problems in that section. You would think in an election year those wanting to be governor would want a "house cleaning" in that building. They are barriers.
