You aren't, and they don't.
See the most recent annual report. They only bothered to investigate child abuse within the legal timeframes 48% of the time.

The "legal timeframes" of 48% is actually quite good. A non-present danger referral is called in on a Saturday and a worker goes out on Monday and sees the child and time frame is still shot. Workers often don't even get assigned referrals until after the time frames are nearly shot. Also, if people aren't at home, The family is on vacation, mommy is in jail and the child is with mawmaw, The family won't let you see the child or if the target child is visiting their daddy in Kentucky, then these time frames are shot. It does NOT mean the workers are not trying to make them or just couldn't be "bothered". Attempts to see the child by going to the homes, schools, etc. are NOT counted, only successful interactions with the child. Most referrals require a 24 hour response to see the child. Also the timeframes of which you speak are ONLY for face to face contact with target child. Doesn't mean it's not being investigated or won't be. Most workers are able to get those missed timeframes right after they are missed.
