Why don't WV Dept. of Health & Human Services check out clients' like they use to back in the 80's? They use to come to homes and make sure the money & food stamps are used for the right thing! Now they only sit in their offices and take the word of their clients! People who really need their help they won't help! Enter your comments on this, PLEASE!!!! THANK YOU!

I would say with so many people who have lost their job now the offices are just to overwhelmed to go check out individuals.

Yes--they are overwhelmed and that's not because of the economy. They've been overwhelmed for years. They keep cutting staff and increasing layers of paperwork and bureaucracy to where the job is twice the work it once was. Besides---they have so many processes, etc. for a worker to try to enforce the rules/laws, that they completely tie their hands to do anything even if they knew. Thank your bleeding heart democrats for that. Give it to them anyway, even if you know they are lying.

A positive reason of course would be computers. All systems are tied to the IRS, bank systems, credit bureaus, etc., so they find out a lot at their desks. But again--that doesn't mean they can do anything about it. Same goes for CPS...Not to mention they probably couldn't get the travel approved anyway.

Don't blame the workers--blame Congress, and this country's and state's leadership. These same issues is why those positions have so much turnover. A worker doesn't last in the job long enough to get to know the cases or even how to do the job. But--when you take a job, wanting to help people and constantly see the system abused by people too lazy to work--all while you get cussed at daily and are told by your bosses that you will never, ever get a pay raise unless you leave for another position...That's exactly what you do--you leave. The DHHR thinks it saves money by never giving pay raises (and I mean literally--never), but it costs itself so much more in lost productivity and losses to citizens abusing the system--all while they have no staff minding the store. Genius! Believe me---many DHHR employees leave out of pure frustration. Frustration that the agency policies prevent them from doing the very job they were hired to do. But I promise--DHHR leadership will never listen to their employees--ever!

They are so understaffed that they can't do a good job. Not the fault of the workers. In my county, the do home visits but you are not required to allow them into your home if you don't want to.

Let's talk about what goes on. DHHS was called regarding a woman with at the time 4 kids..the oldest (12years old) took care of the other 3. Two 7 year old boys and a newborn. The newborn's father passed from heart failure..she was up the very next day signing up for social security, this was before the father could be buried. She had been drawing welfare while living with the last childs father!..She moved quickly, within 3 days after his death, leaving the house full of dogs, dog feces,dog urine, the children were living in this filth. This dog mess was left all over the floors and had been there at least 3 months like this. The house had no running water, no electricity, no bathroom facilities. This house was ''checked'' out by DHHS in October, the boyfriend passed in April. She is known to take the childrens medication and let them run unbathed, filthy, unfed, and unsupervised for weeks at a time. She was sent truancy papers on a regular basis. There were no follow ups...no one came to investigate...when tipped off that someone may stop by she would pack up the kids and run to her mothers in another county and bottom line DHHS would use the excuse that they could not locate or out of their district would have to pass off to someone in another county... This is CRAP at it's best.. This woman since the passing of the boyfriend has had yet another child a year later...your tax dollars are paying for her drug addiction, her neglect of her children, her hospital bills and her children and for the DHHS person to sit on their dead butt and collect a pay check...while this woman is left to breed on a regular basis.. seeing as she is only 27 years old. Go ahead and let this continue. You all are the losers...just keep letting this stuff keep on going. Are you going to let this continue? think About it...

I feel your frustration, but the truth is, the DHHR workers probably do too. There is merit to the claim of one county to another--when a family moves, a whole new paperwork process must be started--hence the bureaucracy mentioned earlier. The worker's hands are tied. Write your leaders--the Gov, the head of the DHHR, your elected officials. Until the public stops blaming employees who can only follow procedure--and place the blame where it belongs--at the top where these procedures are decided--this will continue.

the only way they come out now is if you get a welfare check,..they do a home vis., i was on the check once and my worker didnt even notify me she was coming, she just "showed up" at the door one day. she only came in and talked w/ me and there were some papers i had to sign,...she never came back again after that

Yes years ago they never notified you if they were coming to your house. Butt boy now they call and tell ya they will be there at time and a certain day. Well sure let them get the house in order and make sure the kids are all cleaned up. That is what is wrong now days. They need to go to the old ways and just pop in these people and see how much money they would save and how many kids would be removed from the homes and put with the loving and caring people that kids deserve

Believe me. We have to do what we are told. We do not make any decisions without the permission of our supervisors. And all of their decisions are based of off the "policy" that is set forth for us to follow. This policy is constantly changing, and therefore the way we do things is constantly changing. So if you get burned, don't blame the worker. Blame their higher-ups.

I agree one-hundred percent, DHHR should go out and make in-home visits like they did in years past.
I know of a couple of child abuse and neglect cases right now and CPS doesn't really do anything about them. I guess when your raised on welfare all of you life; thats all you know. I mean these people are really young and they should be in college or out working somewhere or at least make to get out and do community service for their welfare check & food stamp benefits.
The whole damn mess makes me want to vomit.

Why not complain to the head of DHHR--Patsy Hardy--or better yet--get the newspaper to run a story! That will get her attention. The worker's hands are tied---they are buried under so much paperwork and policy they can't do their jobs no matter how hard they try!

I am a client of DHHR and for me to earn my check and food stamps I have to work my job and do another activity. I have two small children one who has a birth defect and I do everything and they do home visits and even visit my work site.

A warrant for the arrest of Ruiz (Roy) John Morgan III, 41, was served Wednesday by Logan County Deputies, said Det. Greg Valencia with the Logan County Sheriff’s office.
Deputies served the arrest warrant on Morgan at Tinker Air Force Base where he is a civilian employee.
Morgan is accused of sexually assaulting his foster child while in his Guthrie home, Det. Valencia said. Morgan was booked into the Logan County jail on charges of Sexual Abuse of a child under 12 years of age and Lewd Exhibition of Obscene Material to a child under 12 years of age.
Originally, the child who reported the alleged abuse was living in the foster home with her sister. The sister had been removed and placed in another foster home when some disciplinary problems arose, Valencia said.
When the remaining sister was removed and placed in the foster home with her sister, she reported what had been happening to the new foster parent, who in turn reported it to the police.
The sisters are living together now.
Morgan has been released on a $100,000 bond.

Nice of you to feel it is ok to turn your head when you see childrens lifes being put at risk and mothers abused by the system n think u r all clear .... u will answer to God n so will the rest of them just cuz u get by with it now .. when the years go by n u have no peace or rest remember all the times u turned ur head i have no respect for a spineless person

Patsy Hardy? Is this the same woman who was CEO at Putnam General Hospital and a hospital in Parkersburg?
