How does a citizen access the Grand Jury?

According to the WV Constitution, any/all citizens can bring a matter before the Grand Jury. So, how. who,and where can a citizen do that?
Check it out -- the Prosecuting Attorney's office says 'talk to the judge', the judge says talk to the prosecuting attorney, the circuit clerks they don't know 'never had that question before'. So, where is it spelled out in procedures to access the Kanawha County Grand Jury? If it's a 'right' THEN there should be a means in which to exercise that 'right'--- so 'who' knows the answer OR is this just another means to deny a citizens constitutional right and keep the corruption going?

I think you need help in interpreting what you may mean. When you say the Grand Jury are you talking about trying to find a MEANS to bring Criminal Charges AGAINST someone, because that is what the Grand Jury is Convened or "gathered" by the Prosecutor's Office to do. A judge is in place for amond other things, to make sure that JUDICIAL PROCESS is followed, and to determine guilt if necessary. A Prosecutor is in place to address criminal activity and to organize the "Due Process" of those ACCUSEd of a crime and Witnesses associated with the same.Any can bring a matter to the attention of the court. HOWEVER someone has to ORGANIZE, determine credibility and address issues to be sure that ALL CIVIL RIGHTS are protected. If someone OWES you something, you can take that to Magistrate or Small Claims Court, You can also File a Civil Suit with the Circuit Court related to Civil ($$) penalties or property.
If you want to address CRIMINAL ACTIVITY, that is a process that may begin with contacting local Law Enforcement. BUT, as in Mingo County, that may not be a simple solution either. Good Luck....

some elderly folks I know asked those same questions about getting hold of the kanawha cty grand jury cause a bunch of local thugs been terrorizing them. law enforcement wouldn't arrest the thugs, wouldn't investigate, prosecuting atty said take it to circuit court, and that's what they did. judge ruled and granted permanent injunction against the thugs but the judge won't write the order. prosecuting atty's office won't touch these thugs, law enforcement won't touch these thugs, court won't give the elderly people an order, wv supreme ct says the judge has to issue the order, but the judge won't do it. something real corrupt goin on here -- so 'how' does a regular citizen get a hold of the grand jury. these thugs have admitted to their crimes -- since the prosecuting atty won't do their job, law enforcement sure sucks, the judge is pathetic --an investigation about the whole situation should be initiated and the prosecuting atty, law enforcement, and judge needs to be looked at as to 'why' they are derelict in their job.-- so 'how' does a regular citizen access the kanawha cty grand jury? in this case, the trial is over and all the documents are there for the grand jury to review. after all it's their right, especially if the prosecuting atty, judge fail to provide relief.

Wow...you are making some STRONG ACCUSATIONS based upon the term "Thugs". For one, terrorized can mean so MANY things. Are you talking about terroristic threats? Are you talking continued harrassment. There is a difference that I am NOT wanting to sound mean, but you have to DISTINquish behaviors to know WHO should address it. If I had someone that was a continued problem, I would NOT file criminally ( Think O.J. Simpson). The Prosecution didn't get a criminal conviction, but the family sued Civally for Wrongful Death, and won. YOU as an individual who has already formed an opinion as to a "innocent VS a Thug" is frightening, that's why there must be SOMEONE who IDENTIFIES A CRIMINAL ACT and brings that info FORMALLY to the Grand Jury. Not just someone that feels they are being treated UNFAIRLY. It's more than just that. An Accused has a RIGHT to know Who their Accuser is AND the RIGHT to DUE Process.

If THEY WERE GRANTED AN INJUNCTION that is THEIR REMEDY. That should be addressed by a higher court if they FAILED TO COMPLY with an INJUNCTION.

They got their relief...a JUDGE issued an INJUNCTION! for the record

Failure to comply with a notice of an injunction is punishable by being held in contempt of court. " This should be sought from the Original Judicial Body. They have the Authority to address ANYONE NOT adhering to their( The Courts' Decision...not a Grand Jury......

wrong issue says, "got an injunction for the record'--get real! that's not how it works --the Court is to execute a written order in a timely manner and send over to law enforcement.(See Fed.Civ.Proc. 65d). How does an 'injunction' hidden away in some case file at the Court help these old people from being terrorized or even provide proof to law enforcement that the 'thugs' have been restrained?-- Injunctions are expensive --there is nothing 'cheap' about it -- thousands of dollars have been spent - ONLY to be told 'sorry' it's on the record hidden in my desk drawer someplace.--- I'm aware of the case that 'steppin on toes' wrote about AND let me tell you --four years (in Court) to obtain a 'restraining order' against intruders that have physically beat these old people on their own property and yes broke their bones -- and a Circuit Court Judge, law enforcement, prosecuting attorney's office won't do ANYTHING about OR even issue a 'written order' as set out under the law.--Something is way wrong and IT IS ABSOLUTELY SOMETHING THAT THE KANAWHA COUNTY GRAND JURY NEEDS TO INVESTIGATE.-- this matter stinks with corruption and there are a lot of 'big shots' in Kanawha County behind it. Are you saying the INJUNCTION was never issued? Your getting so OFF Course, because of your emotional ties that it is beginning to sound like a vendetta, instead of the "righting of a wrong", at leas tin connnection with your other thread.

theres nothin complex goin on here. intruders don't own property, intruders broke bones of owners of property an that is a FELONY any which way its looked at. any sheriff, prosecuting atty, judge, atty that don't know that SHOULD LOSE THEIR JOB, BE PROSECUTED AND SENT TO JAIL WITH THE PEOPLE DOIN THIS S**T! all i can say folks is remember IF law enforcement, judges, prosecuting atty ALLOW this kind of S**T to happen to one person ITS gonna happen to everybody -nobodys property will be safe. WAKE UP FOLKS THIS IS NAZI GERMANY S**T!

There is NOT AN AGENCY ANYWHERE that would ALLOW someone especially the elderly to be viciously attacked,( as YOU have described) and not followed up for criminal investigation & charges.
For one, there isn't a Television station, or news agency in business that would ignore that kind of a story. I smell a fish market of sorts with the story somewhere. I'm out.
As the infamous Judge Judy says.."If it doesn't make SENSE, it isn't true."
