Incarceration is not an indication of intelligence or lack thereof. You will find many instances of imprisonment both here and worldwide that are the result of politics. Consider the internment of Japanese here in America during WWII or our soldiers in foreign countries during numerous wars police actions and peace keeping missions. Consider Nelson Mandella. Does that make them ignorant? Of course not. So dont equate someones 'smarts' with their status as a law breaker.
The ongoing war on drugs by the same govt that brought you prohibition and then repealed it has created millions of prisoners over the last fourty years. Many are indeed very intelligent and created vast empires but were none the less on the wrong side of the law. In truth drugs are only contraband.
Regardless of what laws any govt enacts intelligence is no assurance of compliance. Or the police and IRS,DEA,BTF,NSA etc. could simply just check on stupid people.
Just sayin.....
