Confusing. Exactly who is a "stakeholder"?
The insurance companies who benefit?
The customers?
The restaurant owners?

I think that in this case the "stakeholders" are anyone who would be affected by this. So restaurant owners primarily.
Does anyone know how much these permits will cost as "fixed by the Mayor and Town Council by resolution"?
In addition to the required $1,000,000 liability insurance, I'm really worried this is going to hurt small businesses in a town that could use all the help it can get.
It would be different if this wasn't Pennsylvania, where liquor licenses are hard to get and prohibitively expensive. But I'm really disappointed that this has to happen because of the actions of one irresponsible "business."

The solution is simple: revoke the liquor licenses from places like Jack's and Dillys and jail the owners for operating establishments which promote the degradation of society. Take the revoked licenses and award them to establishments seeking to provide pro social atmospheres and good food. Once this is accomplished the next step is to perform controlled demolishion of Jacks and Dillys.
