Montebello Councilmember Asks for Stop on use of Social Media During Meetings

Montebello City council is sleeping. Councilman Frank Gomez was correct in saying, "As a result, they are satisfied with a city that is "living paycheck to paycheck" and just meeting expenses rather than a city that "thrives," he said in a telephone interview Thursday.
With the loss of economic development and the additional pressures the city will face, Gomez said the status quo won't be enough to bring the city financial stability.
In Montebello's case, he said the city needs a large capital infusion. He cited three possibilities for achieving that, building in the Montebello hills, switching to the county fire department and implementing a utility tax.
He said the elected officials he has served with on school boards and City Council seem only concerned with being re-elected.
"They're putting on the appearance that everything is rosey," he said. "Everything is not rosey in Montebello."
He said it's important for voters to think about who they vote for and ask why people are running. Though they say for public service, he said it's a mix of power, ego and money. "It's really self-serving," he said.
He also said the city needs a long-term strategic plan."

Councilmember Gomez is living in a dream world in which those that he deems the elite command and the "humble" (apparently us little Montebello residents) obey. He conveniently ignores the fact that both a utility tax and sending fire department to county require A vote of the People. And what have the people said with their ballots? Well, they overwhelmingly voted down the utility tax a few years ago. When former Councilmembers Bagwell and Lopez-Reid ordered a study re: sending fire department to county, the people threw them out of office.

His comment about the proposed Montebello Hills project is the biggest laugh of all. The city is not supported by condo developments. Property taxes are only 7% of the city's revenue. Retail/Commercial and industrial businesses provide the lion's share of city revenue. The financial fundamentals about the proposed development even paying for the services it would need are so poor that former Councilmember Urteaga held a study session about having a special extra tax district (Mello-Russe) for the would-be development in an effort to try to make it pencil out.

Does Councilmember Gomez even like Montebello? He has criticized his sons' school for being almost entirely Latino in student population. He plans to move out of Montebello when he completes his term. He made both of these comments during city council meetings. Well. Thanks for the memories Frank.

Wonder why sounds like one of those low class individuals that are more and more populating the city of Montebello. Oops, the current mayor is one of them too as is Barajas. The only logical one up there for four years has been Gomez. Big loss for the city. Bell here we come.

How is it logical for a Councilmember to repeatedly espouse ideas that the voters have made clear they reject or to espouse ideas that won't actually help the city? How is it logical for a Councilmember to verbally disparage his fellow Councilmembers when they don't agree with him? That will lead to a good working relationship on the council, right? That's just as "Ridiculous" and full of "blah Blah Blah" as claiming that folk who don't agree with you are "low class".

I am running for the Montebello City Council because our city needs leaders who put our people first. What do I stand for? No new taxes! No sole-source contracts! No Montebello Hills development!

Montebello was scraping the bottom of the barrel in November 2009. If Rosie had not lost her bid for re-election and thus the Gang of three's majority the City would have been in an unrecoverable situation (bankruptcy) before the end of the Year. Narramore did what he had to do and pulled the city out of its death spiral. Several setbacks during the next year- HUD, CRA, Financing the monies embezzled by the gang, etc.
The City has not yet paid off these debts and a big balloon payment is looming.
City is on paycheck to paycheck financing and not even staying even as it has to defer payments to the Hilton and others.
Another example is the small town protection of local businesses like the hardware store by it's owner- which is to be expected, but by the chamber of commerce. Home Depot went across the street to Commerce. Other developers noticed.
Good news is that the City has retained Kosmont.
If there is a project out there he will know if it.
Not many new projects are being done right now as the banks would rather arbitrage than invest.
Pico Had the Ford Plant property (Northrup)as a place to put a big project together. Without eminent domain Montebello cannot assemble a similar project.
Take a look at todays "Howard Jarvis" post. The author has it right.
The City has no money for developers and will not for the foreseeable future. Too much debt and unpaid bills.
Capital infusions for development will have to come from developers.
The Council is not "sleeping" they just realize that when you are up to your ass in alligators it's hard to drain the swamp at the same time.
No one is "satisfied with paycheck to paycheck" but what is the alternative? Borrow a billion dollars and end up like Stockton?
The "status quo" may be enough to work the city out of its paycheck to paycheck pay as you go mode but it will take a long time unless the economy recovers. Another recession will be real rough so no commitments that are long term till cash flow improves. Save a utility tax for a doomsday solution.
If you want development NOW you have to cut Police and Fire- that's where the money goes.
See how far you get.

Ask your candidates to publicly support new taxes and to give up their PD AND FD- see what happens.

Compared with cities like Stockton and counties like San Bernardino Montebello looks pretty good. We haven't had to lay off police officers or fire fighters like so many cities and counties have. Whether something is rosey depends upon from where you are looking. Paycheck to paycheck means that you are making it through and are positioning yourself for better times. Unlike prior city council majorities this council has been prudent and has lived within the city's means. Hopefully after this November election the city can focus on its new general plan.

New Taxes take VOTE of the people and as Theolona said last night should be reserved for the next emergency.

However the city is not "breaking even"
There are no real "reserves or emergency fund- yet
but there will be after some debts are cleaned up.
Still going into the hole to the Hilton and Ostrom Sale Leaseback. When does that big "balloon payment" come up?

General plan is a must have. The prior council really screwed the long term future of the city by canceling work on the general plan to push on their condo project. Glad they got caught.

It is unfortunate Councilman Gomez is leaving. He was the only rational one up on the dais and who spoke for employees and the city. I don't know who Wonder why or What's going on are but they sound like Chris Robles and Ruben Guerrero, Cincilwoman Cortez's campaign manager and husband, respectively. So sad. You can tell a lot about someone by the friends they keep.

It is unfortunate that those who cannot answer inconvenient facts instead try to guess who stated those facts.

They and their friends seem to believe that truth is dependent on who states it, and that truths stated by someone they dislike can somehow be discounted or ignored.

Truth and facts stand on their own, regardless of who repeats them. In Debate, not addressing facts means that you either agree with them or have no factual response.

So sad. You can tell a lot about someone by the friends they keep.

And it is unfortunate that he is leaving and equality unfortunate that he evidently let his Ivory Tower affiliations muddle his clarity and facts of History regarding Going County and New Taxes.
Not topics for sloganeering.
It takes a Vote of the people.
Organize a group and start gathering signatures for an initiative Election Frank and those (unions) that want to "GO COUNTY" or New Taxes.
As to the rest of City Employees post - your way off base- not even close.

What's going on states the same thing in both his blogs. Stick to the facts. Trash talk is always irrelevant so no need to comment there. In any event, after November, we will be stuck with a group of unethical politicians who are in it for themselves. Cortez will continue to be hampered by harassment claims. It is only a matter of time before they catch up to her. Barajas will likely lose and Molinari will probably squeak by. Bets are Romero and Gallarzo will get elected. In the end, all of these people will be no help to city employees and less so to the city of Montebello. The only happy one will be Gomez.

Frank should move for her removal from commissions as unethical if he is true to his statements on ethics, so should Cortez

How does City employee plan for the City to pay the $100,000,000 owed to her inept/ deceptive/ tool of the public employee unions/ Democratic party pension fund CalPers?
Are they funding the bullet train among other hair brained special interest schemes?
Perhaps Montebello should adjust benefits for current employees to the amount contributed already.
There is certainly no money for additional contributions.
It will be interesting to see how San Bernardino and Detroit sort out their pension debts.
Montebello cannot just monetize its debt as the Federal Government can.

What's going on is clearly a Cortez boy. Quite irrelevant like her; dumb girl. Councilman Gomez has Ben straight up nice elected. The rest have been there for their own good. He fought for a strategic plan. Voted down. For a study on county fire. Voted down. Pursued viable options on the train. Voted down. Tried to cap Crtez from running her mouth at meetings showing her lack of class. No luck there. He was the only class act amongst them all. We are losing a good man. Good luck city.
