La Habra Heights city budget shows predicted surplus of $420,000
However, thanks to the CalTrans' reimbursement of money spent on road projects, city officials now are trying to decide what to do with an estimated $420,000 surplus created by this year's budget.

In 2010, the city borrowed $400,000 from reserves to pay for a road project in expectation of getting reimbursed.
Now, the City is reimbursed and instead of just putting the money back in reserves where it came from, councilmembers are clamoring to find ways to spend it on pet projects.
Yes, they are all fiscal conservatives.
