City considers urban renewal

"Ashland will spend $30,000 to $35,000 on a feasibility study to see whether urban renewal could be used to jump-start economic development at the former Croman Mill site..."
WHY would Ashland, waste $30K on a study, when:
1. Ashland is the most Bum-Friendly city in Southern Oregon.
2. The site is next to the railroad, perferred transit vehicle for friendly transients.
3. "Accidental" fires will pose less threat to residential homes.
Spend the $30K on tents, sleeping bags, chemical tolits, and firepits for the old mill site. Possibly, Ashland could become the capital of Bumdom!
