Developer Dan O'Leary is set to present the project on Thursday before the seven-member board. He describes it as an "initial introduction," and it could be the first time the board weighs in on the proposal.

O'Leary has already signed on legendary Georgia football player Herschel Walker to open a sports bar and restaurant at the site, which would also include 7,500 video lottery terminals, a towering hotel, spa, theater and other restaurants.

O'Leary says it could generate $350 million each year for the Hope scholarship program and create 2,500 jobs. It must also be approved by the Gwinnett County Commission, but O'Leary and his supporters say it wouldn't need legislative approval.
