Did the City of New Madrid purchase the land where the shooting range is located just east of the dam on the north side of the levee? If the City did not purchase the land, then the land still belongs to the Pipkin Farm (private property) or the Levee District (State Property). Which is it?
Tannerite is useful for quick identification of hits at extreme ranges during daylight. That's about the only good reason to have it at the firing range. Setting off for example, 8lb jars of it on a public range at night without notifying anyone is a pretty stupid thing to do.
It sounds to me like the dispatcher and RD used over the recommended amount like curious little boys to see how big an exposion they could cause, regardless of which one actually fired the high powered rifle to set it off. I hope it made their ears ring for 3 days and knocked the morons on their asses.
Tannerite.com states the following:
"Tannerite® Company recommends using 0.5-pound (0.23 kg) preparations of the substance, which should detonate when shot by a high-powered rifle. Small caliber rim-fire or slow moving pistol ammunition will not initiate a detonation."
"Can you make Tannerite® charges smaller or larger?"
"Yes you can. To make smaller targets, you can simply mix a 1/2 pound target and pour the contents into a container of your choice. It’s best if the container is not brittle, but just about any container will work. Marksmen have good luck using Chew/snuff cans as target canisters. A really good idea when shooting either small targets, or when shooting at very long ranges, is to wrap the target in Duck-Tape. This prevents a spill or leak if the bullet strikes a little low and ricochets into the charge, or is a fringe hit, or hits the lid on the target. To make larger targets, simply tape one on top of the other and by hitting one, it will initiate them both…thus making a much louder target. Common sense and local noise regulations dictate how much you can use without getting cited for disturbing the peace."
These LEOs definitely caused a peace disturbance that reached 5+ miles around the New Madrid area. Both explosions that took place on two consecutive Sunday nights scared the Bejeezus out of everybody. The dispatcher and Rd, who was also present at the site, should have known better and both men should have been cited with Peace Disturbance. So don't tell me what they did was "legal." If ordianry citizens had done the same thing as they did, they would have been arrested, fined, or both, for peace disturbance.
Does this kind of stupid behavior by LEOs help law enforcement's delicate position in the public eye?
Hell NO!!!

wants to know who owns the target range, too. Who put up the target for us to shoot at? you know the area at the burm of the levee is a narrow strip between the levee and the trees. So I am guessing the state owns it. just like the new cottonwood park west of the observation deck was built by the city and they patrol it, but is it or not city property. I was not aware that any property behind the levee at the riverfront or the target range itself belongs to city
