Traffic circle, not signal, seen as way to go

Why try to change something that works? The county just spent a large amount of money to replace the sidewalks on that section of road less than 1 year ago. Now, the sidewalks will have to be replaced. How do the large amount of school children that go by that intersection every day cross a traffic circle? This seems to be spending taxpayers money just to spend it, not to intelligently use it for projects that are worthy.
