Dog Attacked; Charges Pending Against Neighbor
Police are investigating a new case of violence against animals. Officers said a north Baltimore resident brought in her dog in to the Baltimore Animal Rescue and Care Shelter late Tuesday.

I hope this poor dog recovers completely. It is such a shame when people abuse our canine friends. The individual who committed this act may be mentally ill and considered by the law as "not responsible". Okay then, who is? It was stated the this individual has a "history of mental illness". Why was he in a position to harm this dog or the people near him? Why was he in possession of a knife or sharp instrument? Who takes responsibility for that? The owner of this dog could be next, or a neighborhood child. Our laws have recognized TOO MANY EXCUSES for heinous behavior.
