There is no way that said monies should be spent witout counsils approval¿ Counsil, like the cities solicitors office is in place for this kind of frivilous spend of allentowns revenues as such¿ Than there is to question the distribution of such funds without public openess¿

Read the article. Administration is allowed to make payments for these fees W/O city councils approval through budgetary line item transfers (saving money in one area of the budget and using it for another).

Express Times-
In his report issued Friday, Dougherty said the Allentown Fire Department came in $1 million under budget for 2012, and that some of that excess has been used and WILL CONTINUE to be used for the consulting fees.

Dougherty also said the city saved $567,825 in water and sewer expenses due to projects coming in under budget, expenses being negotiated at lower costs, or projects being deemed no longer necessary and canceled.

Eichenwald did not dispute any individual savings identified by Dougherty's report but questioned why the city was able to find savings for consulting fees that the administration did not identify when the 2012 budget was presented to council in the first place.

Jeanette Eichenwald repeatedly demanded a specific account of where these charges came from. She got them. On to the next step for Pawlowski's revitalization and economic improvements.

Again, read the article. City councils approval WAS NOT needed to spend funds for these much needed consulting fees. New rules are not going to be written up to suit anyone's ideas on what is ethical or not. Especially a slumlord like yourself.
