By Emily Opilo, The Morning Call Jan. 09--A $250 million plan to convert Allentown's deteriorated waterfront into a complex of office and residential buildings received its first approval Tuesday from the city's Planning Commission, despite reservations from several commissioners about the suburban look of the proposed development.
