20 people on one deck - that's alot of weight even for a big deck. If the joists were not sized or spaced properly to withstand the load, or if the span was too great between bearing points, they (the joists) could have failed.
A more likely scenario however, is that the deck pulled away from the house at the ledger board. Each joist is attached to the ledger with a joist hanger. Carpenters often forget or neglect to drive a nail into each hole provided in the joist. hangers.
Building inspectors often only inspect the initial footings and never come back for a final inspection (which would reveal insufficiently nailed joist hangers.)
I have built dozens of decks and have always over-designed and over-built them for just this sort of scenario.
