We already are experiencing having to pay a water bill for a home that is empty and uses no water. Now we are being told that a city ordinance exists where we have to pay for trash pickup when we have not had that service either. Cancelled it some time ago without ever being informed of such an ordinance. Received absolutely no bills for service until now. Do any of you have idea how to respond? Thank you for your time.

we have the same problem. we got a certified letter in the mail yesterday. Never knew we had to pay for trash that we don't use.I called harbaugh's, but got no response from them. I'm not sure what to do either, sorry I couldn't be any help; if you find out what to do, please post it. Thanks

Okay, will do. Seems particularly strange to hear your situation identical to ours. Tried harbaigh's as well, left message. Sure we will hear something tomorrow. Until then, hoping my friends enjoy our steeler game, er victory, at Dodd's!

Yes you do need to pay $14.50 per month for trash. if you do not they will bill you for all the months not paid (all at once). the water deal is that either you pay the sewer/distribution charge of $60 per month or turn off the water and face a $1K reconnection fee.
this is life in a small town that wants (needs) city water and garbage collection.
we,as a town, do not want people to burn regular garbage in their back yards and stink up the place (otherwise they would)
City water requires a lot of infrastructure. our town of 800 folks uses this system. the maintenance is costly and there is a loan being paid back for construction and operation of the current facilities.
lately because of the extreme well/ground water pollution from the Marcellus shale drilling we are paying additional so that the water is tested BEFORE we drink it.

Where is the fact the Marcellus shale drilling is effecting Confluence's water supply? Only one drill site within 2 miles of the water supply and that is inactive. Facts people, not rumors.

i did not say that confluence water supply HAS been affected by shale drilling. i said that the shale drilling causes extreme well and ground water pollution. the folks running the water supply are testing in order to have a traceable testing history just in case there is a gas well put in the DOES affect the water. yes we have to pay for it too. folks who have had their well water ruined are having trouble proving it was from the gas wells because of the lack of prior testing. i am glad that CoFlo in being proactive.

The borough contracts with Harbaugh to provide predictable, reliable trash service and locks-in the yearly per-address fee.

You may not use the service but all addresses receive the service.

We were never informed that we had to pay the trash, so why all of a sudden, after two years they want to bill us for 275.00? I still have not heard back from Harbaugh's, have you Steeler Fan?

i pay them every month. i have heard that people have been billed for up to three years of non payment. i have never tried to contact them, i just pay. I put out my $140 bag of garbage every year. again at least people must pay so they put the garbage out and not burn it.

Resident's comment is insightful:

Harbaughs are crooks. They will charge you if they take garbage or not. They will not pick up if they don't want. Flat out crooks. Provide a service, then you can charge a service fee.

Tell them that you just bought the house, and make them take you to court to prove you wrong. Even better, just take trash from all of the people you know, and place it all out at once. When they have to send another truck to pick up they may lose a little of the extra cash they've collected. I still think they're crooks.

Hey guys, still here. Celebrating that Steeler win. But holding a bill for FOUR years of service without ever being billed before. This bill is for a 74 year old woman on a fixed income. When her mother died she cancelled service with no word about this ordinance. Just told to let them know when we come to visit to let them know to restart service while we are there. Thanks for your input, hope to speak with harbaugh folks soon. Illnesses, including a stroke and broken hip have made a visit impossible. Missing your town and our friends. But not contributing to any trash creation or disposal costs. Sure we will work something out. Have fun at Pumpkinfest!

I found out too, that you have to pay for the service even if you dont use it...I got a bill for 2 years, I called Harbaughs explained that we had not used thier service and would not be paying the back bill, but that I would be paying going forward, at first they were not to happy about it and I told them go ahead take me to court, I wont pay for something I didnt use and thier billing issues were not my fault nor my problem and again that I will be paying it going forward...they were fine with that, no back bill and no problems since.

They will work work with you.....

I think you are allowed five bags per week without an extra charge.

I just talked to harbaugh's and the borough, and I got absolutely no where; really don't know where to go from here, I'm very frustrated. Samedeal says they will work with you, and she was really nice,but I still got no where with her, she insists I have to pay.

I feel I donn't owe anything for the past two years, since I was never notified by anyone that I had to pay. According to the letter I received from Harbaugh's the bill is for 275.50. I am willing to pay from this time forward, but that didn't satisfy her.

Municipalities provide a variety of services the everyone pays for even though they might not use them. There are costs for maintaining a water treatment plant and lines so there's a minimum cost even though you use less water. Same for a sewage treatment plant. To have a phone in the house there's a minimum fee. I haven't checked, but the same for electricity. You might not put out trash, but the truck comes by your house weekly, that's the service so you pay. The streets are fixed, cindered, and plowed even for those without a car (much of that comes out of your property tax). The grass on the dike gets cut even though you don't walk there.

When you own property it's your responsibility to check with the local municipality to learn which services are required. If you buy a house it's in the documents you get when you are making the purchase. Real estate agents usually alert you to the basic fees. If you don't have an agent it your responsibility to check with the local municipal office to see what needs to be paid on a regular basis.

Without these basic costs for providing services we wouldn't have those services. Well water, burning trash in the back yard or dumping it in a vacant lot, having our own generator, and no phone service would be the norm,
