Carver Reporter ask questions or 10 day submission date too?

Selectment meetings at CARVER?
Does the Carver Reporter also have to submit questions to the board ten days in advance to be approved, or does the news media have freedom of speech?
Since when is it constitutional to deny the right of the PEOPLE to immediately and directly ask questions of public servants at public meetings?
What, the PEOPOLE are "permitted" to attend meeting if they remain quiet?
