Bill would make Reno, Sparks, Carson City local governments elected by wards

If voters in Reno, Sparks, Carson City and Henderson approve the change in 2012, city council members and Carson City supervisors would face election only in their wards or districts rather than citywide, under a bill sponsored by state Sen.

I don't see anything wrong with this idea. If they are elected by Ward then it will be there neighbors who they represent and not a money thing to get elected.
