The current strict laws regarding illegal aliens will not change under an immigration amnesty:

8 USC 1325:

Any alien who enters the U.S. at an:

(a) Improper time or place; avoidance of examination or inspection; misrepresentation and concealment of facts
Any alien who
(1) enters or attempts to enter the United States at any time or place other than as designated by immigration officers, or
(2) eludes examination or inspection by immigration officers, or
(3) attempts to enter or obtains entry to the United States by a willfully false or misleading representation or the willful concealment of a material fact, shall, for the first commission of any such offense, be fined under title 18 or imprisoned not more than 6 months, or both, and, for a subsequent commission of any such offense, be fined under title 18, or imprisoned not more than 2 years, or both.
Actually, the above law will get more strict, if we have so-called "immigration reform," a euphemism for amnesty for illegal aliens. It has gotten more strict after every immigration amnesty on record, and there have been dozens of them (three since 1986). Passing stricter enforcement laws along with each amnesty Act is Congress's way of depressing our epiglottis so that we can swallow bigger lies.

What changes with each amnesty is this section of immigration laws:

8 USC 1255 is also called Section 245 of the Immigration and nationality Act of 1952. Every amnesty amends section 245, adding one section, designated (lower case) letter. The last two amnesties were codified as 245(i) and Extension of 245(i), respectively.

8 USC 1325, supra, has been there since 12/24/52 for window dressing to dupe the gullible in this country into thinking that we intend to enforce immigration laws. 8 USC 1255 has also always been there, too--to override 8 USC 1225 and to ensure a steady flow of cheap labor (above and beyond the annual, half million+ of qualified, quota immigrants that legally wait in line for their visas--see the State Department Monthly Immigrant Visa Availability Bulletin, online)--and, since the 1960s, that law has ensured work for the bilingual education lobby, Special Educators and others, mostly in the criminal justice field, social workers and others who gain employment as a result of the importation of impoverished, uneducated, non-English-speaking aliens.

Of course the Democrats have benefited more politically than the GOP from illegal aliens and their legalization. However, McCain and Graham, two of the "Gang of 8" now pushing for another amnesty, have a long history or ram-rodding a new amnesty, and they are not delusional enough to believe that the GOP will get more than a small percentage of new citizens under an amnesty. Whatever their motive was when Dubya was president, and the late Senator Kennedy and McCain, worked for amnesty, still prevails. And I do not believe it is all about cheap labor, on the part of the GOP.

What the debacle of the 2012 election has done is give the GOP members of Congress an opening to convince the conservatives that we lost the election because we oppose amnesty. It is really all about open borders, free trade, shipping jobs abroad, one-world government and perhaps a single, worldwide currency that might help us get out from under our insurmountable national debt by redistributing it to the rest of the world. Most economist believe that the U.S. dollar will not be the "reserve currency" of the world much longer. Several countries have already created their own currency (SDRs), getting ready for the dollar to topple.
