The smell is toluene, not acetone. I've used acetone for years in the lab -- no acetone I've ever used smells like this stuff.

They use a toluene based solvent to clean the scrubbers and filters between shifts, which is conveniently when EPA isn't around to monitor it.

Looks like it is time to shift gears in this matter and get some serious letters out to local officals in Bremen and in Haralson County who have oversight in this matter as well as to those at the State and Federal level. Then top it off with some to the plant manager and their corporate office. Those of you who are serious about this and are willing to send letters I will be happy to post my version(s)for you to copy/paste/modify and send. Time to put forth the responsiblities industries say they will comply with under the American Chemistry Councils Responsible Care program, which I can not see Honda Lock is a member of at this time. We need to make our elected folks aware that we do not care if the emissions are "legal" under whatever program that for Honda Lock to continue to emit these obnoxious fumes into the community is not acceptable. That any and all industries have the responsiblity to be good neighbors where they operate. Stop spending your hard earned money at the Wal Mart in Bremen and drive to Carrollton/Cedartown/Villa Rica. Stop frequenting food places in the area of Honda Lock. Let our elected officals know we will do this until they get Honda Lock to clean up their act (no pun intended). Then the news media has to be brought into the act once we get the letters out and the responses in. I will be glad to take care of that part. Yes we need jobs in Haralson County that is a fact, but we do not have to be exposed to the obnoxious smell coming from Honda Lock.

Like I said in the other thread, I'm with you. You start the ball rolling, I'll be there to push it with you. We had to turn on our AC this week because my husband can't stand the little extra added ingredients HL is putting in our air...

They are in compliance but you should know that the compliance sampling is done during the day on schedules and when we smell it, they must be having some kind of plant upset that is not going on during their compliance visits. Reporting to anyone locally, at DHS or at GA EPD is useless. If you are concerned, the only way to get a true analysis of the plant is to report to EPA.
Contact EPA Region IV in writing or by email so that it requires action and make sure you copy EPA HQ to draw attention.

I just read your link and I see they were fined for a violation last year, so someone is at least looking at HL and since I am no EPA regulator, how much toulene can be released before it is considered a danger? Over 5 tons seems like a lot.

HL seems to only release the stuff when the 8-5 shift ends as far as I can tell, so that's once a day for 365 days. So 365 hours. HL released almost 12,000 pounds of toluene in 2010; that's 450.4 lbs per day, for 365 days.

Beyond that, it's difficult to determine the ppm, but CDC says that the Emergency Exposure Guidance Level for 1 hour is 200 ppm, and for 24 hr is 100 ppm. They go on to say:

"It has been reported that extreme fatigue, mental confusion, exhilaration, nausea, headache and dizziness resulted from exposures to 600 ppm by the end of 3 hours [von Oettingen et al. 1942]. In addition, the following observations have been made: some workers will tolerate concentrations ranging up to 200 ppm for 6 to 8 hours daily with no demonstrable ill effects; 200 to 500 ppm for 6 to 8 hours will cause tiredness and lassitude in most workers; and concentrations over 500 ppm for 1 to 3 hours are definitely dangerous and will cause symptoms attributable to depression of the central nervous system and the bone marrow [Wilson 1943]. It has also been reported that exposure to concentrations greater than 4,000 ppm for more than 5 minutes might limit self rescue ability [ANSI 1973]. After 20 minutes, exposures to concentrations at 300, 500, or 700 ppm resulted in significant increases in reaction times; a significant decrease in perceptual speed resulted after a 20-minute exposure to 700 ppm [Gamberale and Hultengren 1972]."

I think the violation was in 2005, but the last site visit was for November of last year. The November visit is what I have paperwork for that listed no odors present. It also doesn't even list toluene as one of the chemicals tested for.

So we have some facts now. We know they were not in compliance and were fined. We also know that the EPA has knowledge of the fact that they release toluene into the air from HL self reporting. We know that complaints have been made. So now we are left with either the EPA has found this within safe limits or the EPA is not doing their job.

It's back...... all last night and early this morning the stink was so bad that my home was filled with the smell. I seriously was having dreams about paint when I woke up at 3:00am to the fumes. Ugh!I don't feel like the expecting my children to be able to breathe safely while they slumber is too much to ask.:(

I have noticed it too along with a significant increase in the complaint of headaches in the area. Total inconsideration on the part of HLA.

Inconsideration on the part of HLA??? Not only that, but a "look the other way" attitude of our do nothing mayor and administration. She could make things happen if she had any backbone at all, and an eye toward doing the right thing for Bremen. Instead she's worried about all the wrong things and letting the city stink and all our infrastructure disintegrate.

We have spoken again to city officials .... We were told again that we are the only family that is reporting problems with the fumes. Please contact them and report your view in the situation. There is a person who's daughter has supposedly tested for toxic levels of toluene .... Others have noted an increase in headaches, and asthma flare ups. We need to know if this is coincidence, or if it is linked to the emissions from the plant. Proper testing.... Offsite and when the smell is present need to be done . Please respectfully speak up.

That's their way of trying to make this look like it's not a real problem - because they don't WANT to do anything about it. They don't know how to do anything. Let's get a petition going, put it somewhere central (maybe the library) and get the word out. Folks will be lined up down the street. Then we'll see our "mayor" squirm. Gotta wonder what her story will be then.

A petition would be a great start. I certainly don't want anyone to squirm, but we should make the issue well known, so progress can be made. I think a great start would be clarification on what we are inhaling, and proper off site testing to make sure it is safe.

I think some flyers handed out at WalMart, Ingles, McDonalds etc in the area where the smell is strong with the data from the EPA about the emissions and enforcement by them against Honda Also put up the dangers of the suspected chemical, toluene, to the public will get some attention. I live over 9 air miles at least from that damn stinking place and when I went outside this morning at 5:30am to go to work the smell was like I was in Bremen on US27. This is total bull shit. Enough is enough. I have gotten sidetracked too much with other issues to make calls etc but when this crappy stench reaches this far it is a joke.
