Villages under 4500 that do not treat their own sewage and supply their own water should be disbanded. Re billing water and or sewer provided to the village in bulk or individually should not count as village provided services.

The days for the need or rather perceived need for local governments to so called.protect people are no longer. This is not the days of walking or animal trails where it.might take days to get to and from the county seat.
