A logical step to take along with this one would be to stop considering smoking candidates for employment and add a clause to the contracts for new employees that lets them know taking up smoking is equivalent to resigning, perhaps including consent to periodic testing. There are plenty of places they can work if they INSIST on smoking, after all.

At least this one got it right, saying "If they want to light up, they have to leave the campus entirely." This is more honest than saying "The new rule will force them to leave the campus to smoke."

The related quote saying "That sucks. We need our cigarettes." also points to addiction as the root of their problem.

There are many ways of managing the addiction even if they refuse to break it and wish to attend this school.
