Carmel poised to rein in redevelopment agency

CARMEL, Ind. -- While Carmel City Council members weigh a $183 million debt refinancing decision for the Carmel Redevelopment Commission, a new ordinance to be introduced tonight would further strengthen the city's oversight of the controversial agency.
