Light on Orient Way and Valley Brook Ave

It seems more and more lately people are using the right lane at the light to pass everyone waiting to go straight. Most people as a courtesy at the 5 p.m rush hour are not making a left to go down Valley Brook Ave. We all wait in line and keep the right side clear for those that can make the right on red or when the light is green to make the right onto Valley Brook. There have been a number of people who can see cars towards the left have no blinker on and will pass all 5 or 6 of us get up to the front as if they are making a right and floor it past the other cars. This is also happening at the new light on Vermella. What is the correct procedure for this. If I stay in the right lane I will possibly hold up the flow of traffic that can be making a right. If I see cars at either of these lights on the left with their left blinker on I would stay to the right. These self righteous people may cause accidents and are contributing to road rage. What can be done about this.
