Wall collapses at Carlsbad Beach

I am the concerned resident that turned in that wall collapse down at the beach by using 311 and calling the Current Argus.
I am down there with my friends doing our daily walk around the river, I noticed that wall bulging out four months ago, kind of wondered about it.
If city cruiser down there all the time, why didn't they notice that weird bulge it was very obvious?
And the very same wall is collapsing down further towards the dam and by the foot bridge, I understand that wall was built back in the 30s, ""that make that wall and historical structure""?
And why isn't it being maintained like it's supposed to be?

The whole city is going to pot, with all the oil trash moving in. Long lines at the Allsups, increased number of fat people at Walmart, the heavy traffic, everyone using cell phones while driving, no one completely stopping at stop signs, and all the oil field speeders. We will be like and look like Hobbs in a year

Carlsbad has always been a trashy town! At least Hobbs has economic
growth and is a hell of a lot cleaner than trashy Carlsbutt!

Over a year ago I was doing my walk around the river with friends, there were several city UNION maintenance mowing grass by the convention center, they were looking at stinking stagnant water where the fountain is, also they were looking at where the sidewalk is buckling up.
I asked them is there anything going to be done about this water and this sidewalk, there were four of them the supervisor said they" cannot do anything until they get a work order ". So I looked at this supervisor you guys know about this turn it in, so you guys can get a work order and fix this, they looked at me and laughed.
About 30 min. later I looked across the river they were still standing in the same place talking, I guess the UNION does not want these guys to work too hard they might get sick.
So I turned it in I used 311 they said they would turn it in to park maintenance and have it fixed, over a year since I turned it in, nothing has happened.
Here is an example of a hard-working UNION city maintenance employee, he is walking down a sidewalk he notice a big hole in the sidewalk, he thinks to himself that is dangerous someone can get hurt really bad.
But he also thinks that will be a lot of work to fill that hole in, so he does not say anything he does not want to make the other UNION employees mad at him saying something about the whole and making them go to work.
He goes on his way down the sidewalk thinking to himself, I cannot do anything about it because the UNION says I cannot do anything myself, "until I get a work order", UNION job documentation rule. In other words Job security just to stand around and talk, and drive around looking like you are doing something, they know the UNION will protect them for not doing anything !
