Agencies line up for desalinated water from planned plant

Another desalination scheme is underway, offering Orange County water district officials water at triple the price of imported water and more than ten times the cost of saving stormwater falling on their districts.
Do these officials have a clear and complete view of the cost and benefits of saving enough rainwater to meet all needs of their customers? If not, why not? USEPA LID and USDA BMP planning/design that would accomplish storing more than enough rainfall to meet all needs, in compliance with explicit instructions of the 1945 Legislature, has been readily available.
It appears Orange County politicians have not been fully and fairly informed about the success of Fresno in meeting all its household needs with its scanty rainfall by complying with State law. Phoenix adopted the federal planning/design in '87 and reported a $5,000 per homesite decrease in construction costs along with ending floods-pollution-water shortages. Wise politicians and water district managers would know all this and demand similar land planning.
