Why is a person suffering dementia operating a motor vehicle? Let's hope Joan Riley was located and helped to return home. Joan should be asked to surrender her driver's license if she is impaired and becomes confused.

If the poor woman is suspected of having dementia it's because of something that happened before. Why is her family letting her drive?

Ditto with the two first posts.
If she has or is suspected of having dementia, she should not be driving.

If the investigating officer is throwing that word around in place of senility or an aging mind then shame on him!
