Only a Town Manager/City Manager can get away with an inappropriate relationship. However, in the case of a Town/City Manager, the relationship was not seen as "inappropriate".

She also accompanied Sullivan, whom Goddard said is divorced, to annual conferences for the International Association of Chiefs of Police in Denver in 2009 and in Orlando in 2010, according to investigators.

Carlisle has an internal issue with their police department, hire an external investigator, suspends the two officers, and matter is wrapped up within 3 months later. A good job for the people of Carlisle.

And how long has Dracut been working on their issue????

Sounds like she had to go part time! She was tired after a hard day's work. As for the officer with his girl friend he should have to reimburse the town plain and simple. Its nice to be chief!

Why is Sullivan's mistress/administrative assistant still working for the town? Unless she's filing a sexual harassment suit against Sullivan her relationship with him was consensual.

Too bad the Lowell Sun couldn't investigate as deeply when the news worthy incidents involve say the Lowell Housing Authority, run by Gary Wallace, who is naturally the son of Kendal Wallace of the Lowell Sun. It took them some time to originally report the possible OUI incident in Methuen. Now there is a murder on LHA property, and the word is it happened in an illegal apartment. If thats the case, shouldn't the people living in the apartment above the illegal one, if it's true, be tossed out? Nope nothing investigated about that. Well it should be interesting to see if that's investigated.

These guys are amazing. It is also interesting to see how far the Sun goes to get these private investigation records. Have we ever seen the internal investigation records from the Burlington Sgt that created such a nightmanre for the town. That would be good reading.

Hmmmmm, now this isn't gospel, but didn't the town of Chelmsford pay out a sum of money to keep a problem that popped up on the QT. Eventually in time the problem left and went to greener pastures? Just wondering? How come the Lowell Sun didn't dig into that as badly as it did in the Carlisle and Dracut incidents?

That is because Bernie Lynch is "So Special" There was never a disclosure of how much money was spent. When asked, everyone is told it is confidental, Since when is " Government Business" a secret.

This ss a good example of why Carlisle does NOT need a police department! Where else can the only officer working go hide with a woman for 3 to 5 hours on a shift? They DONT need Sergeants, all this brass, these guys have nothing to do and they just proved it! look at their pay, let's see their contract? All these years this went on, why didn't anyone say anything? The Lt. had to have known, yet he sat quiet? they are all no good. They just PROVED that they ALL have no intergrity there! Drop all their pay down to 11 or 12 per hour get all part timers and hire a retired state police officer to police them; the savings will be more than the mega millions!

The SGT has some explaining to do seeing he's married and they are talking about his girlfriend.

Lots of smoke about the SGT's relationship. It may be the girlfriend is also married and living in Carlisle.
