They could put clear antifreeze or alcohol in it. It would probably harm your pet yes.

It's probably because of circulation or heat ... It will NOT have antifreeze in it , that stuff is deadly to all animals , and I doubt very serious they would expose theirselves to lawsuits by having it accessible .

I didn't think about it be hire I posted but you're probably right. If the water keeps moving that could keep it from freezing. Like when you leave the water running in an old house so the pipes don't freeze.

It is 17 degrees F outside and that solution is spraying into the air on the fountain when water freezes at 32 degrees F. I think they must have chemicals in the solution. Are they safe?

Simply adding salt to the water would stop it from freezing. I don't know if that's what they do, but it shows it doesn't have to be something expensive.

Do you see the river frozen? Moving water freezes slower because it is moving. There is enough heat generated by the friction of the movement to prolong it. I guess they don't teach common sense in school anymore. Yes adding salt would also do it but it would corrode the pumps in which it is passing.

Yes, I know that. I was using that as an example that SF wasn't necessarily using something expensive to keep their water running.
