...consistently trying to get in the taxpayers pocket. I have never seen a state so tax greedy in my life. Add to that the out of control property appraisals. Low salaries...high taxes. Then the tax funds are taken and spent on things such as illegal lobbying and multi-million dollar school palaces. How can the citizens win? Very, very sad.

I have discovered is that the entire fate of Texas is connected to the Surcharge Program. This is because the money from the Unconstitutional program is earmarked for the Tran-Texas Corridor, which is a strategic segment of what is to become a Super Corridor that spans the entire North American Continent.

Through the Driver Responsibility Surcharges, the state is suspending people's license over not paying an excessive surcharge fee that is in addition to what you agree to in court.

What's more is the money is going to pay for the Corridor projects, without consent or knowledge of the People or Congress!

I believe that spreading the word would enable individuals to better deal with the negative effects that the TX DRP has had on their lives, as well as have a say in their own future.

The DRP legislation 78(R) HB 3588, is engineered to generate revenue for the Trans-Texas Corridor. It was established to coincide with the law authorizing the TTC.

A new report shows that we had plenty of funds to establish and maintain our highways and infrastructure, and that TXDOT inflated numbers used when they projecting needed costs, as well as falsified application of funds.

When proponents of the TTC decided to embark on a personal agenda in hopes of ensuring their legacy, they placed an unnecessary, unprecedented financial burden on Texas.

The TTC will not relieve congestion in and around our states metropolitan areas; it will literally cut Texas in half.(Good luck to any living thing that tries to migrate across central Texas EVER again). Not to mention, the area underlying all of this is crucial land for so many reasons; this includes a large part of our ground water reservoirs and natural resources, as well as land crucial to the arming and agriculture communities.

Another detailed study examines how license suspensions unfairly impact the poor and middle class citizens, while the wealthy are vaguely impacted. From an economic aspect, suspending people’s license, especially for not paying fines that they cannot afford, prevents them from driving to work and making money- money that they would likely spend and contribute to the state’s economy.

Bottom line is the DRP is a failure. It violates individuals rights regarding double jeopardy, equal protection, and protection from excessive fines and punishment, as well as others including due process. Also, the DRP is funding the TTC without approval from voters or Congress.

Many people who fall into the DRP are law abiding citizens who do pay their insurance or have maintained an updated license before. They are not habitual offenders. They are hardworking citizens who use their income strictly to pay for rent, electricity, water, health insurance, car insurance, home insurance, flood insurance, medical bills, gas, car maintenance/repair, food/groceries, school supplies, etc. If they fall behind on a payment for car insurance and then face a surcharge that is non-disputable, then the situation snowballs. Also, in TEXAS, relying on public transportation is extremely unrealistic.

I'm currently a victim of the unfair surcharge laws and they are causing me financial hardships.I'm a truck driver by profession till I came down with a serious illness and could not leagaly drive a commercial vehicle because of the medication I was taking.I worked low paying jobs just to get by and could not afford car insurance but made to much money to qualify for pubic aid.A bird flew into my windsheild and busted it so I was always getting pulled over.Now I pay $210.a month just to have a license.If it was not for my class A CDL I WOULD DRIVE ILLEGALLY.It's a risk worth taking.

The question most are asking is WHAT is the surcharge money being used for ? The answer is simple to find .....What is the State going to do with the money collected under DRP?

Trauma centers will receive 49.5 percent of the collected money,and the Texas Mobility fund will receive 49.5 percent of the collected money...the **Texas Department of Transportation ** will handle money going to the **Mobility fund**, which funds highway projects, including the **Trans-Texas Corridor**. The remaining one percent of the collected money will go to DPS for operation of the Driver Responsibility program.

In order to understand the motives behind the DRP and the TTC, you must examine years of legislation, committee reports, house research reports, etc.

The DRP legislation is engineered to generate revenue for the Trans-Texas Corridor. It was established to coincide with the law authorizing the TTC.

New information also reveals that the money allocated for Trauma centers is not even going to the Trauma centers. Also, the Trauma care costs are in part due to the decision the hospital made in disobeying a court order not to treat illegal immigrants (because we couldn't afford it).

I suggest visiting the online legislative library ad searching items relating to NAFTA, TTC, DRP, Trauma Care, Insurance, DRP, etc. within legislative sessions 75-80.

To determine legislative intent, you must read various versions of proposed legislation relating to creation of and implementation of H.B 3588, in the 78th Legislative Session (and the Senate Resolution voted on in 2001 that allowed the state to amend the Constitution, thus changing the history of Texas Pay as you go method). Oh, and examine who authored the various bills, who sponsored them, any related lobbyist involvement, the house, senate, and research organization's finding and recommendations, etc.

Then look at as many reports as you can find on: Medical cost, insurance costs, health insurance coverage, trauma care studies, speeding, having an expired driver's license, automobile insurance law, payment, redlining, availability, results of similar programs in other states,the legality and constitutionality, etc.

Compare the intended goals of the DRP and examine the resulting situation. Hundreds of thousands of drivers are now driving without a license because they cannot afford an expensive surcharge. Because of this, they cannot get insurance. They still must get to work, but now, thanks to the surcharge, your chance of encountering an uninsured motorist had practically tripled!

Yes Im KJ I have not had a license in 5 years i have approximately 18 surcharge payments . I spent 6 months in jail 2 years on probation and lost my house , had to quit college. Had 3 cars impounded and the bones on the top of my feet are starting to break so i think im about to be drawing disability, im 25 . Please help if any one knows about these laws. I have no family either so its like pretty shitty. not looking for any pity just some understanding and help possibly a protest in austin. I will fund it .

I just found the petition to overturn the TX Surcharge law; now paying the 2nd of 3 years of an original "no insurance ticket" from yrs ago. I am outraged at the triple-indemnity of this absurd law. I believe in even murder cases; you can only be tried ONCE for a case; and cannot be Re-tried for the same crime! Yet-here we are being tried/convicted/and penalized Three More Times after our original restitution! NO way this can be Constitutional--what do we have to do-march on the Capitol?!

I no longer live in tax-as but still pay the surcharge of my spouses dwi. I recieved a notice today telling her that her license is suspended. Does texas law apply to Hawaii?

I'm Currently a big victim of the drp I have 6 surcharges that I've been dealing with and is currently affecting me bad because I can't even renew my driver liscense !! I just feel the state is really violating amendment 8 : no uncruel or unusual punishments , no excessive bails or fines
