Sounds like Enron and California in the 90's all over again. Moving power to areas that will pay more and doing rolling black outs for the lower priced markets. Hummm, makes you wonder why all of the sudden this would happen right?

The two generators servicing El Paso BOTH went down? El Paso Electric should not be apologetic or "sorry". They should be ashamed. Perhaps if they used some of the money they squandered on high-dollar Hollywood-style advertising telling us they were "on the job", and the money they spent sponsoring sports events, concerts, etc., maybe they could have maintained their power plants. The management of El Paso Electric should be held responsible for this catastrophic failure to provide reasonable and efficient service to the El Paso community. They want huge rate hikes to pay for "new" sources of power??? They can't handle the 20th Century equipment they have now. Their rates should be frozen until a full and complete investigation is made of their incompetence, and dismissal of those who are responsible for this failure.

There is a CSA Standard for Emergency Response called the Z731. In this Standard it states that in every emergency there is an initial state of confusion and disbelief. When an emergency strikes there may be a time where responders are overwhelmed and cannot deal adequately with the emergency. Through proper preparation and planning the risk, loss and damage can be minimized.
