This is a disgrace, to hire an outside firm that was never qualified to do the job, nor had the basic materials to do it. Zine was right: above the costs and wastes involved here, it's indicative of the waste and ineptitude of the CRA, no wonder our city has a budget crisis. This kind of money utterly wasted, while we don't have the money for basic street maintenance.
I saw the reply on Ch. 35, and was appalled also that Janice Hahn, after taking up hiuge amouts of Council time on 2 issues of concern to her, talking and talking and patting herself on the back as usual, about "my" this and that, decided to "call the question" to cut off Zine's ability to pursue this issue at Council, forcing an end to it by Council rules and forcing he get his answers at some future time in Committee. Zine was upset and snapped at her to this effect, saying that the meeting was running so late partly because they'd let HER go on so long (and she's always the most time wasting when it comes to presentations before business can be done, even though she's been asked to cut that down). With arrogance like hers, no wonder the city has "no time" to oversee significant wastes of money.

Why are contractors hired to do a job without knowing whether they have the skills or tools to properly do the job. In this case all monies paid should be returned to the city and a proper firm hired or city workers employed.
Janis Hahn is a bigger load than her stupid brother, the late Kenneth Hahn must be proud looking down from on high.Bet he'd wish he had practiced birth control more, like 100% of the time.

Looks like business as usual with taxpayer money. Which one of the city council members or CRA members has ties to this construction company? Has the construction company engaged in fraud by obtaining a contract with the city that it was unable to fulfill? Who gets hurt? The taxpayers and local businesses. Who continues to draw huge salaries for lousy management…council members.

Norman Moore, I have to agree that in general the Hahn progeny haven't operated with a lot of lights on, they're right up there with Rocky Delgadillo. But she's even worse than her brother because she's so haughty and egotistical that she never realized that SHE took up all the time as she often does, and denied her colleague the same right because he'd deferred to her. She's also openly attacked colleagues who aren't as "gregarious"/wastefu l.
But her hubris seems to go way beyond the usual, as evidenced by the Fox 11 News series last week about how she considers herself a "gang expert" and has funded interventionists who are active gangmembers playing both sides with our tax dollars; when the two good anti-gang cops (who happen to be Hispanic) busted one of her trusted gangbangers, she was allegedly urging their transfer from her district and negative reviews -- one gangbanger alleges he was given evidence to plant against them. The two officers in question are fighting for their reputations, and we may hear more about this. Of course she denies it all but check out the Fox 11 series for yourselves. Is THIS the woman we want to tax ourselves for AGAIN in a property tax she's putting on the next ballot, to fund more of her gang "prevention" programs?
You'd think someone in her position would lie low right now and try not to antagonize colleagues, but she reminds me of Rocky going after Sheriff Baca for releasing Paris Hilton from jail early (the amount of time she served is actually MORE than the average in our overcrowded system), then getting nailed over his wife doing the same, driving without a license or registration and with an outstanding arrest warrant.
Meanwhile, the CRA needs to be investigated: how they award contracts to companies who don't have the basic materials or skills, when dozens do. This is also the agency giving millions to downtown developers and which just conducted a city-wide revamp of the General Plan, without any Neighborhood Council or local community input, and determined that AB1818 allows the city to build highly dense projects without parking spots anywhere within 3 blocks or a bus stop -- in other words, virtually anywhere. Who WAS at these vital meetings? Special interest groups like left-leaning affordable housing advocates, union representatives for construction trades, realtors and builders.

Who awarded this contractor the job? Get some names and publish them so voters will know. There use to be strict guidelines to award contracts so that this type of incompetence would not happen.

This is how LA City works. They just take the lowest bidder. That is their official policy. Obviously the lowest bidder will probably be the least qualified. Would you or I just take the lowest bidder on our own home remodeling? Not if you're smart. The lowest bidder always costs more in the end.
The City spent $150,000,000 for new animal shelters. Instantly the roofs leaked. Someone forgot to put roofs on the outdoor shelters. All the dogs got wet. During construction a few of the construction companies went bankrupt and abandoned building. They had to get even worse people to finish it for more money. In the meantime price of supplies went up so it was costing more money. What do they do? Scale back the project. No solar heating, no drought resistant plants, no recycled water yet they lie and say they are LEED gold certified when they aren't any more.
On top of all this no one counted how many cages and kennels were actually in the old shelters. The goal was to house more animals but the new shelters have fewer kennels than the old ones. They had to kill 50 dogs when they moved to the new East Valley shelter because there was no room. The new shelters just have more gardens, community rooms, art and admin offices. That doesn't help animals at all. Our city is so messed up.l
