How can the city regulate a property outside the city limits? They are fining a disabled woman for putting a mobile home on her property outside city limits. Her old mobile home was unlivable. If they can govern her property what about everyone around her? If they can then we should be entitled to police and fire protection from Caney and be able to get in on block grants. I live closer to town than this lady does and was told I couldn't file for the block grant remodle because I WAS OUT OF CITY LIMITS. This woman is being bullied by the mayor and other officials.

I think the lady should fight it! If she isn't subject to city services she shouldn't be subject to city laws. If her property is not in the city it is subject only to state and county law, NOT city. So I don't see how the city has the right to fine her for anything.

They wrote her a letter saying they have jurisdiction 3 miles outside the city limits.They have allowed people in this area to build onto their homes, start raising animals and other things that aren't allowed in the city limits without permits. I don't understand how they can regulate one thing and not the others. The lady with the trailer has exhausted her money just buying, moving and connecting it so there is none left to hire a lawyer or move it off her land. She sure can't pay $500 a day fine for leaving it there.Anyone with ideas welcome to comment.She has till the 20th before fine starts.

So, who man's Caney now aday, sounds like the person need to let loose of his power play, in the past who cared what went on out of the city limits, nice lay back, drug free little town in Kansas, appear some of that has gone to the wayside

Dale McBride is the mayor.Seems that the city actually controls 3/4 mile outside the city limits all the way around. We attended a council meeting and it was voted that city would okay it if Zoneing bourd would okay it. They set that meeting for July 15th when both this lady and I will be in hospital having surgery. We told them this and I think that is why they set that date. They don't want us there!

I don't feel it is right for them to be able to tell us what we can and can't do with our property. I live a mile and a half from her and we had a fire in our pasture, going towards our barn and house and we had to wait for the rural fire departments, Havana and Tyro to get there because it was out of Caney's area. This is bull crap. People are trying to improve their property and they want to stop that. What about all the houses that had to be torn down because they wanted the city improved. Also, some people may not be able to afford a brand new house, but they can afford to upgrade to a nicer trailer. They are judging people for the money they have and that isn't right. They damn sure aren't going to buy her a house to live in and this is the best she can do and it improves her place, this is ridiculous.

Thank you "neighbor". She needs all the support she can get. The city council referred her case to the zoneing board and it meets next on July 15th. She had surgery today(June 1) so she won't be able to go to it. I can't go in her place because I have surgery that day so she needs someone else to go in her place. Hope a friend can take care of it for her. She doesn't need to be upset about this right now.

Wait another 10 years and you will see a big difference in Caney due in part to the efforts of those in charge. Of course none of those differences will be for the better, but they WILL mostly be from how the City handles things like this.

With one or two houses on each block for sale in this town one really has to question how smart it is to sink money into a new houseing project. The city already has two new homes built by the school that haven't sold. We were told the new houseing project was upscale then at the city council meeting they indicated that was a misunderstanding. They said it was public low income and handicap accessable which we desperately need. I just don't think these men are looking down the road for the long term. They just seem to jump in with both feet more than ready to spend our money.

Kinda hard to get the people of the City that is in charge of things to help you out, kinda depends who you are. Its sad but true! They will be held accountable for what they have done maybe not on earth!

Our community is odd alright! I saw rick pell and other enforcement officers surround a home for building a fence? then they ignore their dispatchers shooting squirrels in city limits? wtf?

In response to jennawho. What about the supposed dogcatcher living on 2nd street and running a dog breeding opperation in his back yard / These are huge yellow labs or something like them. They are at least a foot taller than the chain-link fence when they stand up. They nearly come over it snapping and growling when the neighbor mows her lawn. There are 5 or 6 of them. Isn't there an law against having more than 2 outside dogs? And what about the mayor building a storage rental building in his yard on 4th street, the main drag. Wouldn't that be like a trailer? These things are an eyesore. I guess the laws don't apply to city employees. What about officers burning gas we pay for to haul their kids to school and ballgames? And why is a city officer driving his patrol car around outside city limits?

I know, crazy! I'm honestly afraid to even complain, or don't know who to complain to? And the football stadium, does it REALLY need to be watered like daily several times a day too! Green grass is great but come ON, this is CVHS NOT a pro team! It's bizarre.

The turf was paid for by the school district with tax dollars. By watering the grass it protects that investment. The city has nothing to do with that.

Yes. Taxpayer dollars. The turf is there and now must be maintained. Not watering the grass at this point would make as much sense as not changing the oil on the busses.

Of course since you thought this was Rick Pell and the rest of the city folk you don't like for whatever reason you won't understand.

Water please, Please. Who said anything about Pell? I don't know him that well, honestly, never had a problem with the man. W>E> I honestly assumed it was the SCHOOL folk who decided watering their beautiful turf was necessary and since it is a PUBLIC school, isnt' that MY money watering their gorgeous stadium? Oh well. Get over it.
