Who is the man acting as a cop thats living at Crescent Hill? I even heard he tried to put a young girl in handcuffs one night when he was drunk! Does anyone know who he is?

Call the Chief of Police and ask him if they have a cop living at Crescent Hill. It's against the law to impersonate a cop, and with him trying to handcuff young ladies, he needs to be handcuffed by the real police. Turn him in.
