Camp Verde wastewater treatment plant set to go solar

Going 'solar' in other rural communities is just not a matter of buying good used equipment for some group of shorted volunteer homeowners. It is a matter of expert study input to find what is best for each rural entity community. Sure, these unicorporated communities could have or could make it on their own and thrive well, bringing in the advice, plans of individual or entire repetoire groups that have all availble in summary and detail, experiend, such as the American Solar Energy Society with a local Arizona Chapter. Why are these communities so afraid of the best knowledge bases for help?
