he gazebo was built with donated funds. the old furniture was discarded in some fashion, sold or otherwise replaced or displaced. standards from state demand that any property belonging to a government entity receiving funding from public funds must declare all obsolete property such as books, dvds, furniture, appliances or anything at all be declared surplus property and be placed up for bidding to the public. this has not been the practice of the library board in years past and they have rotated the revenue from such sales into their gifts and donations budget which they then spent on their projects like the gazebo and other things. it is the same way with the sheriffs department, when an old car is replaced with a new car and if the old car can no longer be in service to the department it is to be declared surplus property and sold to the public, usually at an auction.

according to the state the funds collected as gifts and donations cannot be counted as funds towards the budget of maintenance of effort. if the library were to donate those funds directly to the county then the county can, by law, rotate those funds back out of the general fund and back into the library as part of the funds to budget the maintenance of effort, much like they did this past year when the friends of the library collected funds, turned it into the county as a donation to the county and the county rotated the funds directly back into the library budget, that is what allowed the library to maintain regional status last year, they worked together and got it done, what is wrong with continuing to do it that way?

Ok, that all makes sense. Thanks

I say fire all them unhealthy looking heffers and start from scratch. With professionally educated AND professional in appearance. No personal business should be conducted while on duty. Your kids don't have any business running around the library like THEY own the joint. You ought to hear those little girls run their mouths at school to the other kids. No one else can bring their kids to work like that. If your kids come and are cared for by you, while your on the clock, why cant my kids come and get cared for by you. Your getting paid by tax revenue from the county right??? Oh and another thing. IT IS TO DAMN LOUD IN THE LIBRARY. NOT MUCH TALKING. So I do not support this current library staffing. We need fresh and new energy brought to the County Library. Someone that really cares about the literary purposes and goals for our community citizens. Not just movie rentals and computer usage. What a bore. Dull and a bore like the Librarian.

Why don't you come to the commission meetings and address that there is too much noise in the library.

This forum has made some really good points. I would like to know where are the new jobs, new industries that all the new commissioners promised that we would have when they got elected into office? It seems to me that they are more interested in putting their buddies on committees than doing as they promised this county.
It appears that what they have touched so far has failed... Now they are going back on their word to the people and taking away the Library as we know it. Thats just plain old wrong for them to renig on their previous deal. It seems the people of Benton Co. are holding up their part and raising money to help , so whats really going on with that new bunch ? Before, the old commission was called a click... but this bunch appears to be a clan.
It also seems that some of them new commissioners have vendettas and are using their positions to get even with folks.
Im fed up. Enuf is enuf.

What commissioner promised new jobs when they ran for office?
What commissioners are using their office to exact any vendettas?
How would a commissioner create a job unless they started a personal business and hired people?
They have an Industrial Board to do head hunting for industry, what do you expect them to do? They dont run the utilities, so they cannot offer breaks in utilities, but they have already worked on tax breaks for any business locating to the county. What do you want them to do and how do you want them to accomplish it?

I believe their deal with the library was that if they raised a certain amount of money the commission would apply it towards the budget for one year and maintain regional status. They fulfilled that deal. What deal are you talking about? This is a new budget year for the commission and the library.

I think that is correct, it was a one year contribution by the friends of the library to maintain status for one year.

It is a shame that we cannot have a discussion on the merits of the subject based on real information without name calling, accusations, and belittlement of others just because someone seems a bit vindictive and hostile towards others with a difference of opinion. It is one thing to have an educated opinion and defend your stand, but to refuse to even bother to look at the proof and still argue, makes it difficult to accomplish anything at all in a civil way.

Tax Breaks??? We're almost bankrupt...so we're told...& all anybody knows to do is not only cut Services, but Revenue, too! Sounds like the "Good Ole Boy" system is alive & well in this County! Everything else is dying, but that will be the last thing to go, just wait & see!
Other surrounding Counties have Businesses & Industry that have come into their Counties, some of the same kind that some Members of that Industrial Board are in....but does this County??? NO! And we're paying the Industrial Board for what exactly??? If we are paying them, how much are we paying them??? If you ask me, there would have been a very good Place to do some deep cuts!
Seems like I remember a discussion about...they don't account to anybody, yet they're sitting on all that Taxpayer Money & they're supposedly going to add 61 jobs in this County, at one of the worst places to work in the County! I wonder who hauls Jones' products???
If these "Businessmen" have any business connections, at all, they should be able to do better for this County...if they really wanted to...even in this economy!
TN. is the Number one State for car manufacturing & products, now...and 61 new jobs in "Plastics" is the best the industrial Board can do? I don't believe it!

For those that want truthful information, the industrial board is an unpaid board.
they do not have any tax payer money. no percentage of the tax rate goes to the industrial board.
they are incorporated.
they run on their own charter founded back in the 1960's begun under a democratic legislation.
they are not part of county commission except that appointments are made by the mayor and approved by the commission, the same as the E-911 board, and the ECD, as well as the EMA Director.

Interesting yadda. So doing away with regional status for next year is the funding amount supplied by the county to be cut back from $248,692 to $181,390 for 2013? Or was that the funding for this current 2012 year?

really ?? No "vendettas"? What was the USDA Job loss if it wasn't a vendetta? And spare us the "they had to cut somewhere" crap... It just happened to be a former commissioners wife's job, really?
