Couldn't we set up a labor camp for kids like that and have them serve the community until restitution is paid??

Well the fact that we cannot might be why this kind of behavior surfaces.

He's probably not really a bad person.
He's has no self control and has not been taught to respect anything.
He's only 15 which means that the person responsible for teaching this child for the past ten years has some explaining to do. I can understand a kid going through some issues but for a parent to let it go so far as this has is unacceptable. You know when your child needs more help than you can provide and you should admit the need and seek help. If your not willing to go the distance, don't have the child. If you've already got the child and are not able to maintain parental control perhaps you should ask for help before your child is a 15YO fugitive.

If it is true that he confessed to the school that he could not stop stealing and that he didn't know why....The school should also be held accountable. Let Colton see others be held accountable and when it is his turn to be held accountable perhaps he will accept it. He could learn to live differently. It will be too late for him if we all focus on what he has done.
Let's focus on catching him and teaching him that there is a better way to live.
Hard work and some tough love is what this kid may need. If not, there will always be a jail cell waiting....
