They think $14,000, to a contractor who doesn't care about the city, is a good deal? How can I get a job like that? I'd mismanage a city for $10,000 per month!

Yah, and while Beaumont may say he makes $14K a month, Kapanicas actually made $212K last year and that does NOT count for the money he made out of the cities Special Fund which is not published. Mr. Kapanicas actually works for General Government Management Services (GGMS) which is a company he owns. So he has no ties to Beaumont, does not own a house, does not pay taxes, so is that really a good deal for Beaumont? Also Jesse, the end of the article you state that Beaumont contracts out the positions of: planning director, public works director and economic development director, but the cities website shows those positions have been vacated since August 2009. But dig a little and you will find that those positions are actually being filled by the PRINCIPALS of Urban Logic, a for profit business who has ties to Beaumont since 1993. Ask DeForge if they still work for the city. At the last council meeting it was brought up and the city council, including city staff, seemed unclear as to the answers. Follow up with those questions Jesse.

A circle of greed exists in this "fastest growing city". Local contractors, aka some of the founding families, have members on every board and council. They hired a company to oversee development, then opened the floodgates. This company- who gets an conflict of interest commission on everything they tell the city to do, gives all the projects to these contractors, bid free. The members of the boards and councils, who not only make a nice little income per meeting fee for the seat they were elected to, and the same for every "committee" they are then also assigned to, are not only making more this way for part time stuff than most Beaumont citizens make in thier full time jobs, but they are then assured of reelection and other jobs for themselves with all these connections. If the incumbents are not elected out this Nov. then Zellerman's grand jury of 2011 is really going to work. Why some of these people are sitting around waiting for their names to make headlines, for they know that PACHECO is gone, instead of quietly packing up because they see the writing on the wall, is beyond comprehension. Yet- even the Bell council still shows up for meetings- so here we go.

Mayor DeForge says the City council tries to run Beaumont like a private business-- in violation of State Law- they do! It is a public entity and they are here to servethe citizens not their own pocketbooks!

While acting as Planning Director, Economic Development Director, and Public Works Director,
they violate Government Code 1090 every time they recommend a project to Mayor DeForge and the rest of the City Council. They recommend that their own private company, Urban Logic Consultants, Inc.(without ever going out to bid)get up to 4.5 percent for construction management of approved projects and 4.5 percent of the bid price for all new public works.

This is referred to as self-dealing and is a felony. See www.BeaumontGate.org

As City Manger, only Mr.Kapanicas can terminate the contracts of Urban Logic Consultants, Inc. And because the Mayor says the City Manager also works for Urban Logic Consultants,do you think that will ever happen? NO- he protects them at all costs.

It is time to terminate the contract of General Government Mangement Services(Mr. Kapanicas' private company) and send this band of thieves packing asap. They brag about the millions they have made in the last 17 years- money that could have benefited the residents. They are arrogant and think this is their own private kingdom to exploit in any way they see fit.

Beaumont became the golden goose for 5 vendors in this town. Bid rigging made it a closed shop and all taxpayers are paying the price.

It is time to take our City back from the mob.
Start by defeating the 3 incumbents who have been in power for 15 years- Berg, 10 years- DeForge and their newly appointed go along, get along, yes man St.Martin.
