In some (most?) cases, redevelopment funds originate from other taxing agencies within the taxing area (counties, special districts, etc.), so while the cities are losing redevelopment funds to the state, the original taxing agencies continue to lose property taxes to the cities with the redevelopment agencies. It's a viscious circle...
