Yeah, because we want downtown Erie to look like more of a shithole.. Go crawl back under a rock, Rick.

You're right on the mark. Question: How can one tattoo parlor take away from Erie's downtown scenery ? Answer: There would have to be a presence of pleasant scenery in the first place for a tattoo parlor to take away from anything !
What do you suppose people from out of town think when traveling through downtown Erie ? One only has to start with that great vacant hole known as the old Koehler Building and proceed northward. That area around 18th -16th and State is always an attractive spot too. Let's not forget the blocks between 13th and 7th on State Street either, beautiful, just beautiful !
How could I leave out that section where McDonald's sits, that stretch on the west side of the main drag. Impressive and oozing with vitality.
Mostly however, out of town visitors are likely to travel over 12th Street from the airport and I'll bet they can't get over the awesome and memorable views from that ride. I'm sure we can all agree that placing a tattoo parlor would indeed be detrimental to the beauty that has been carefully cultivated in and around our beloved downtown.
