Can anyone tell me why Cairo Point is closed ? When will it reopen ?

The city is giving it back to State of IL. Maybe the State has it closed until it can clean up from last high water? Or maybe for liability reasons until the State gets the deed & it gets covered under their insurance? Or has Springfield even put it on the books to get funds to keep it up yet? Don't they have to appropriate funds for each site?

Or could be the city closed it like they do every year just when fishing gets started and wont open it until july
