Rabbits have extremely strong urine and droppings. If they are not cleaned up after the odor will be extreme. Three breeding pairs will produce a lot of bunnies in short order. Plus if they don't get rid of the bunnies they will be producing.

The police chief is right. When I was growing up, some neighbors bought 2 rabbits and shortly afterwards, they exploded in population, even faster than we humans our smothering the Earth with our own census.
