Dale Pinkerton, chairman of the Butler County commissioners, said he wasn't trying to cover up a county employee's drunken driving arrest when he stopped a resident who was speaking last week at a public meeting.
Jim Eckstein, a regular speaker during the public comment portion of the twice-monthly commissioners meetings, was criticizing county officials when he began to talk about a recent drunken driving arrest, and Mr. Pinkerton interrupted him with the bang of his gavel.
Mr. Pinkerton said following the May 5 meeting that the county has a public speaking policy that restricts comments to matters of county business. "This isn't about people's personal lives," he said.
Mr. Eckstein was trying to disclose that William S. O'Donnell, the county's chief clerk, was arrested Feb. 28 in Mercer County on charges of drunken driving. After the meeting, Mr. O'Donnell acknowledged that he had been charged with drunken driving, had waived his preliminary hearing and was ready to "accept the consequences of my mistake." He is being placed in a probationary program for nonviolent, first-time offenders known as accelerated rehabilitative disposition.
The incident occurred shortly after midnight on personal time, he said.
"I'm sorry. I take responsibility for what I did," he said.
Mr. Pinkerton expressed frustration with Mr. Eckstein, saying he believes Mr. Eckstein uses the public comment portion of the meetings to further a personal agenda. Mr. Eckstein ran unsuccessfully for county commissioner in 2007.
Mr. Eckstein said he simply wanted to bring to light a "double standard" in county government.

Anyone know what is "accelerated rehabilitative disposition"? I thought dui stayed on record? What about crashing into a parked car and leaving the scene? Have others gone to jail for this?

ARD is offered if it is a persons first offense, upon completion of sentence and prescribed punishment the act is expunged from the criminal record however it stays on your driving record, there is no expungement on that

Don't think that if you qualify for ARD program you are getting off easy. Even though there will be no jail sentence, the program will consist of the following:
potential license suspension of up to 60 days, community service, 6 months probation, attendance at Alcohol Highway Safety school and its costs, CRN evaluation, restitution, court and administrative costs and treatment and other conditions that a judge may impose. Total cost of ARD has been estimated to be $2,500 excluding attorney fees, but can go higher

The magistrate is Kevin P. Odonnell. He has a problem riding around after imbibing large amounts of booze too. His DUI came in 2004.

About time somebody exposes these crooks and croonies in authority ! Do as I say, not as I do!This seems to be the feeling amongst most of these crooks with power(cops,judges,Govenors,etc ...)We need to start asking questions people! And keep a close eye on these crooks and hold their feet to the fire .Not just here in Butler, however, we need to do it across the board .It(corruption) starts in Washington and trickles here. If you can not get the job done, we the people hired you! We the people can also fire you !We also trusted you, when you took office with a sworn oath, an oath to the people, to not be corrupt !We need to get our country back on track, one county at a time ,Butler sure would be a good place to start. It sure is corrupt ,and leaves me wondering! How can a convicted DUI artist, convict other DUI artists? We need judges on the up and up! Not judges with impaired vision!!! If I got a DUI as a truck driver or anything else my job would be in jeopardy, but they can keep theirs and convict others? Have they since stopped drinking?Do judges get background and drug screened and have to take a personality test,like the rest of us ?Or do they just get elected cause daddy was this or that? These double standards do need exposed in this county!!! Not the first time I've heard of this sort of thing here in Butler.

Butler "The Best of the Worst" - Is it really any wonder, the old boys club - pinky's boys - Their little "PRISON PROJECT" -(In very big letters on the building - like we don't know - It's just highlights their mentality), is all they could come up with for the money tree!- And the taxpayers are funding it, and getting screwed by it - no favors for us-(Get out of JAIL FREE CARDS) Bet someone fixed that too!- Remember the child molester Raisley!(GET OUT OF JAIL FREE CARD).
You need to get rid of these people - The sleezy lawyers are moving into Main Street, next will be Bail Bondsmen - The Sheriff's Department found $180.000 in spare cash - pinky said it wasn't a problem - HELL IT IS - Liars!
This little network runs through everything in Butler - Everybody is on everyone's board, and in there eyes it's all legit. You've all been scammed.

What I though was interesting is DJ, Kevin Odonnell, Bill Odonnells brother just got his DUI expunged from 2004 5 days before Bill went on his drinking binge and got his Dui in Feb 2010.

From what I understand this O'donnell famaily owns the Town Snack n' Packs and the beer distributors in Butler. Why don't they go drinking and playing bumper cars in their own Parking Lots? Keep it in their own backyard and we will all be safer.

Nice going William S. Odonnell. Your whole family is a bunch of DRUNKS.

The thing with Raisley wasn't the last one like it--look at the Brian Peters thing.

A Butler man who had been accused of inappropriately touching two preteen girls was sentenced Tuesday on two counts of child endangerment.
Initially, 40-year-old Brian Richard Peters faced additional, more serious charges including multiple counts of aggravated indecent assault.
But court records say those charges, which are felonies, were dropped as part of a plea arrangement signed in April between the defense and the Butler County District Attorney's Office.
In exchange for the plea, Peters will serve 4 years of probation, log 100 hours of community service, and pay $500 in fines and $2,100 in restitution.

There are more of those cases coming up too--how little time will they get before they are free to get more victims? You can't tell me they are all mistakenly arrested.

And what ever happened to the city employee who got drunk and crashed his snow plow into the police car and took off? He was initially kept on as an employee; what happened finally?

how about retired judge martin obrien caught speeding by butler city police 21 mph over the 35 urban speed limit, age 80 and found not guilty last week? hmmmm seems everyone else in court that hour with the same cop and same judge was found guilty of much lesser speeding offenses, whats up with that shaffer, can we have a little fair justice in this town or is it really just about names and what color your skin is. what a pathetic place butler pa

at least kevin odonnell is fair, not like some, and he still won the bench even after his dui, does anyone know why pete shaffer the magistrates offices is NEVER published in the newspaper when all the other magistrates offices are?
