It's possible for PS fluid to 'fail'.
If it is runny and discolored get it flushed and replaced, not just sucked out of the res. and filled.
This procedure saved me a huge bill on my 99 Taurus. It was
groaning, and complaining. The fluid looked brown. A complete flush cured it and has operated perfectly.
What is NOT necessary is an oil change every 3000 miles. It's a complete waste.
Every 6000 miles is more than required.
