Well, it seems to me that the mayor may be a faulty magician who thinks his audience is gullible. Another layer of government and of course the group of 5 people would be appointed by the mayor. The mayor loves his yes people. and if others don't agree with him, they are out the door. he has a lot of slick maneuvers.
